Op vrijdag 24 maart  organiseerden PAX for Peace, het Nederlands Helsinki Comité en de Foundation Max van der Stoel een evenement over het ondersteunen van activisten in een autoritaire context, aansluitend bij punt 7, 8 en 13 van ons manifest. De online-bijeenkomst ging over de vraag hoe we onze steun aan deze activisten kunnen verbeteren, vanuit het gezichtspunt van de activisten. In het licht van de huidige oorlog in Oekraïne en de daarmee samenhangende uitdagingen op korte en lange termijn richtten we ons in het bijzonder richten op Rusland en Belarus. Ook Hongarije was onderwerp van gesprek. 

Het evenement begon met een interview over de situatie in Hongarije. Na een periode van grote democratische vooruitgang in Hongarije, is het land nu naar verluid terug op het niveau van 1986. Ook werd het belang van blijvende steun aan pro-democratische activisten onderstreept: “Democratie kan niet van buitenaf worden opgelegd, het moet in de eigen maatschappij worden ontwikkeld. Daarom is het van het groot belang om lokale bewegingen en activisten te steunen.”  

Hoewel de situatie er totaal anders is, klonk ook uit Belarus eenzelfde soort geluid. De activisten benadrukten het belang van blijvende steun, ook nu de meeste lokale activisten Belarus hebben moeten ontvluchten. 

De activisten van Free Russia NL pleitten daarnaast voor soepele visumaanvragen voor activisten die onderdak in het Westen zoeken. De huidige procedure, als gevolg van de oorlog in Oekraïne, is volgens hen onnodig ingewikkeld en belemmert pro-democratische activisten in hun werk. 

Kernachtig samengevat was de boodschap dat ‘bottom-up’ activisme belangrijk is voor democratische transities en dat buitenstaanders niet moeten beïnvloeden, maar ondersteunen. Daarnaast werd de meest waardevolle hulp gedefinieerd als het trainen van activisten in hoe ze hun beweging kunnen organiseren.

On Friday, March 24, PAX for Peace, the Netherlands Helsinki Committee and the Foundation Max van der Stoel organised an event on supporting activists in authoritarian contexts, in line with points 7, 8 and 13 of our manifesto. The online meeting focused on how to improve our support for these activists, from the activists’ point of view. In light of the current war in Ukraine and related short- and long-term challenges, we focused in particular on Russia and Belarus. Hungary was also a topic of discussion. 

The event began with an interview on the situation in Hungary. It was stated that after a period of great democratic progress in Hungary, the country is now back to its 1986 level. Furthermore, the importance of continued support for pro-democracy activists was stressed: “Democracy cannot be imposed from outside, it must be developed within one’s own society. That is why it is of the utmost importance to support local movements and activists.”  

Although the situation there is completely different, the same kind of sound was also heard from Belarus. The activists stressed the importance of continued support, even now that most local activists have had to flee Belarus. 

The activists of Free Russia NL also called for flexible visa applications for activists seeking shelter in the West. They said the current procedure, as a result of the war in Ukraine, is unnecessarily complicated and hinders pro-democracy activists in their work. 

Crucially, the message was that “bottom-up” activism is important for democratic transitions and that outsiders should not influence, but support. In addition, the most valuable help was defined as training activists in how to organise their movement.
